The proposed legislation aims to set up a special commission that will oversee the development of the East Bank: a 130-acre area surrounding the Titans stadium in Nashville’s bustling heart.
Despite persistent pushback and delay tactics in the Senate, the East Bank Authority bill—officially known as Senate Bill 2968—has been cautiously advancing towards the final stages. The bill has been sponsored by Sen. Charlane Oliver, a Democrat representing Nashville. The members of the Senate had previously put a hold on the legislation owing to the concerns put forward by Finance Committee Chair Bo Watson, a Republican representing Hixson.

After sending the legislation for a review to the comptroller’s office, he hinted at the possibility of reintroducing the East Bank Authority bill to his committee for another round of checks.
This move is likely to happen this week, after Crawford specifically requested the Calendar & Rules Committee to engage in the unusual process of sending the bill backwards for further consideration instead of directly putting it up for a floor vote.
Speedway Motorsports LLC, a North Carolina-based company that owns the Bristol Motor Speedway, has been allegedly playing a key role in slowing down the East Bank Authority bill’s progress. The specific reasons for such involvement remain under wraps, adding an element of intrigue to the legislative process.
While the bill’s painstakingly slow progress might be a cause of concern for some, it has yet to reach a dead-end and seems to be moving forward, albeit at its own pace. As lawmakers continue easing off the brakes, it’s clear that the bill’s ultimate fate still hangs in the balance, with the next few weeks set to be crucial in determining the East Bank’s future developmental oversight.
